Oxygen sensor reads .00 AFRs read 14.5?

OK so I had to redo the wire to my 02 sensor the other day. The wire was all banged up and needed to be redone. It's still acting up though. It seems to be fine then it woun't be. I'm useing my rtec to monitor the voltage from it, and i get it reading 0.00 alot. My understading is that this would make my ECU think that it is running lean, and dump in more fuel. However my AFR readings on my wideband are still at about 14.5 at idle eventhough the ECU should be dumping in loads of gas to compensate.

Now I had to get emmisions done today. I thought that I had the O2 wire working right so i figured i was OK. When I started the car it read .00 again for about 1 minute, and then started reading more normal voltages. All the way up there on the freeway it showed fine as well as on the side streets. I had to stop the car at the test center, and of course during the test the thing read .00. I failed with 325 over 220 at idle only in hydrocarbons. Cruise was 45 outa 160 so that was fine.

So why would my AFRs still be fine if I'm blowing out so much gas? I watched the thing at the test and readings where great. But yet it is still runing pig rich.

That is my understanding.
Mine is running at like .7-.8 at idle right now.(when it is working) It is shows the "o2 rich" box in my rtek most times at idle.

I'm going to find one of my spare sensors and see what that does for it. I also need to do a little research at plx to get my widebands "narrow band" output sliced in place of the stock o2 and see if that reads any different.

If you're at 0.7, that 's slightly rich?

You see, that is kind of the problem. My stock o2 is reading up in the rich range. This is confirmed by my poor idle emmisions. But my wideband sensor is reading about where it should be. High 14s. My wideband is about 20 inches downstream of my stock sensor.

I adjust the fuel curve in the Rtec to bring down the reading, but at about 15 the thing runs REALLY rough (i know this is too low) and I still get o2 voltage in the .7 area, and my o2 rich box still shows checked.
