operating temp. idle problems ?

operating temp. idle problems ?
i've got that surging idle that are so popular.. i'm asking is it posible for the idle
to jump around because of the engine temp ? lately i had to replace the radiator and i installed a 180 or a 185 degree thermostat, one of those. the temp guage goes to just below a 1/4 and no highier. i drive the car and the temp goes even lower. each time i have to stop the engine idles different. one stop and it is fine, the next stop and it's at 1500, surging. the next stop it's at 1000 and even. and on and on. the engine spins up fine and has power...all the way. too cold ??
