Yeah I have searched about five different word variants on S4 to S5 Swap but still have no firm understanding on what needs to be done, so if any one can help answer this please do so.

I understand that but I already bought the S5 motor because I'm not to bright, hence I would have bought an S4 motor and been better off. I just want to know what I can do to salvage the situation.
Ok pretend I'm like 10 years old and explain to me what is a front cover and it's components, where can I buy one and does it mater if the front cover is NA or no? and about the throttle bodies what is a tps and where can I get one?

The FSM will tell you everything you need to know. Download the S4 na version as well as the S5 TII version. From those you should be able to find out what all those individual parts are, where they are located, what they do and how they differ from series and trim level.

I just need some information on this so I can relay it back to my brother who does know what he is doing but just need to know what we need to do I know we will need to rewire the harness with my NA harness to the TII harness but Im not sure what else needs to be bought and what else needs to be done

So many topics about this swap. You do not use the TII harness what so ever, no where, no place. Use the n/a harness, extend the wires that are short on the motor. Also buy a s4 tii ecu N33x doesn't matter what the number for x is.

fuel injector plugs will be different (oval as opposed to square) he'll need a S4 T2 throttle body and tps, S4 T2 MAF, S4 T2 map sensor, S4 OMP and linkage, S4 T2 ecu, extend TPS wiring on harness, etc etc.
take the turbo off your s5 motor and sell it, buy an s4 motor.

I would suggest you to try to sell your S5 engine to someone else and leave your S4 as is.
Its not worth it. for the money, you can probably get yourself another S5 NA.

thats what I did, also used s5 n/a transmission crossmember that I just had to oblong the holes to fit t2 trans, n/a driveshaft with a slip joint from an auto, emmissions delete, and premix cause the OMP its electric. also I can use the S5 t2 injectors cause my car is 88 so it worked out for me.

If you're going to do this, based on the level of sophistication you indicate, at least keep everything in S4 series so a Factory Shop Manual is a meaningful reference.
Much easier to learn to run and not fall on your face if you master walking first.
Use this formula:
Take the amount you paid for it and multiply by 0.8.
Now add $950 for each rotor, and subtract $500 for each spark plug hole.
Next divide that number by the number of water pumps on the engine.
Add $100 if it has an aluminum alloy intake manifold, or subtract $200 if it has a red plastic intake manifold.
Finally, if the engine has good compression then multiply that number by 1.25.
Assuming you didn't get ripped off, that should tell you what it is worth.

all t2 afm, boost sensor, ecu,s4 t2 injectors get corect impedance depending on if engine wiring has high or low imp wiring, or get new injector plugs to use s5 and posible remove resistor pack if wiring was for low imp, run premix, rewire s5 tps for use with s4 na harness, extend tps wires, extend bac wires, run no emissions. get t2 throttle cable,
option 2
all s5 t2 electronics, get a s5 wiring ahrness, ecu, afm, boost sensor, s5 injectors, ect. expect at least 3-4 plugs near ecu not to line up at all expect to potentially splice at least 50 wires to different connectors since they dont match up at all. and get t2 throttle cable
then to get the engine in the car,
1 you either need t2 flywheel clutch ,pp , trany, slave clyander, starter, driveline, rear diff and half shafts.
or 2. use na drive train and install an s5 NA flywheel and cltuch disk on it. reuse old weak drivetrain.
prolly didnt remember everythign but that should give u a basic idea what to expect with this. I have installed a JDM s5 t2 engine into an s4 t2, and used all the s4 electronics and wiring i had laying around. gennerally that is easier then going crazy with the rewiring, and trackign down harder to find s5 turbo electronics.
