Old school HKS BOV Vacuum question

The vacuum line on the back is going to the UIM, but is the top nipple supposed to be connected to anything?

i believe that might work like the greddy type-R. you can use it like a POV to bleed some boost off if neccessary.

so can I cap it off?
Will it just make the boost more linear to my throttle? or?
