Oil leak coming from rotor housing seal?

I sold some fenders to a guy today and while showing me his new '87 $600 ride, he pointed out an oil leak from the engine by the power steering pump that according to him leaks 1.5 qts a day.

I couldn't pinpoint it exactly cause of the amount of puddled oil and it's outta the way location, but it looked like it was coming from a housing seal; the top corner of the first housing.

My question: is this a high-pressure oil passage area? I'm not familiar with rotary internals. Thanks ~rich

The o'ring is shot that goes around the dowel pin. It's a oil passage with oil pressure. The engine needs a rebuild. No other option.
