Question Oil gauge question

I'm restoring my car and I'm almost finished. Last week I tried to start this 1986 GLS B6 and notished something strange. When I turn the key to -on position-, the oil pressure gauge shoots up to max. When I turn the key to -off position- it drops full down. When I take the wire of the sender; key on, a full shoot up. When I crank it, the meter flips up and down. I also changed the gauge with another one, same problem. Normally the oil pressure gauge wont give a reading unless the car is running. am I right?
can anyone help? How to fix this?

Grounding capacitor connected?
This little black block is normally connected to the clutch slave bolt (if 5-speed).
