Not starting 89 TII, Worth BUYing?

I found a 89 TII w/ 85k on stock motor. It is in good condition but not running, the owner says.

here are some descriptions he posted basically saying same the thing:

“engine doesnt wanna completely full start up.sounds like it wants to start and all. but doesnt catch over”

"the car wants to start but doesnt completely catch over.just boggs out”

“started not to long ago then bogg'd out. It wants to crank up and start but doesnt catch over for a complete start”

I know nothing about the rotary,
so what could the problem be? flooding? what else could the problem be?
I need you guys opinion.
Is this a good car to start with?
Oh, the price is around $1800-1900

IS THIS A GOOD BUY FOR A BEGINNER ??
OR I'd be wasting my time never get it running??

thank you in advance

I'd assume the motor needs a rebuild. Pay accordingly. It might just be badly flooded, or a bad fuel pump, or something simple, but unless you can look at it (perform a quick compression test, etc) I wouldn't pay a lot for it.

If you want to learn about '7s, it would be a good project - you might end up doing an insane amount of work though.

To repeat

I checked out the car today.

Run, do not walk, away from this car unless you're only looking for a parts car. Trashed engine, half of the interior is gone, $400 in past due DMV fees.

Run very fast..................
