I don't think it freezes the gas (?)
I think NO2 turns into O2, and when it does, the gas->vapor state change causes a rapid cooling effect. This effect brings more oxygen content into the engine than outside air, and also cooler air (less unburnable gasses(CO2)=more gasoline you can burn)

If I'm wrong on any of this, okay..I'm no expert

Right, Nos does lower intake temp a bit but more importantly, under high heat and pressure inside the engine it does burn and the extra oxygen that it has gives you more power. It also produces nitrogen when it combusts, but I'm not sure if that helps things or not.
