Is this normal and/or acceptable? (rear hub bearing surface)

I just pressed out the rear hub and bearing, and noticed that part of the machined bearing surface of the hub has a texture (pictured below). The Area that is covered by the bearing race is smooth.

Is this normal? Is it caused by wear or is it just made that way? Is it okay to reuse?

looks like the bearing might have spun a little. if its a normal street car you should be fine just cleaning it up with some Emory paper, the only time i wouldn't use it, is in a road race car that does enduros
