Exclamation No Spark And No Dash Indicator Lights.

I just recently bought a really clean 87 gxl with no motor in it. The previous owner said the before the motor was taken out the car was running but it was sucking coolant so he pulled the motor. I bought this car assuming I could take a good motor out of a wrecked GXL I bought from a pick and pull, drop it in and it would start, but it didn't. The starter does turn the motor, And I'm sure I'm getting fuel, becuase I flooded the once, But I went throught minor and major ways of unflooding as well as changing the spark plugs with new ones. I've grounded all four spark plugs individually, none of them sparked. So I went and tested voltage to the white connector to both coils and they had 12vs up to them, so I figured that was right. So I check the voltage going to my CAS and each pin has 9.25v when I ground my volt meter to battery - and probe the pins on the harness side of the connector. I've also noticed that when you turn the key to the on position the only things that happen in side the car are the fuel gauge comes up and the door dinger comes on, there are no indicator lights, the check engine light wont come ect. I have also tried to pull start the car, with the car in second with key on and I noticed that there is no tach signal even with the car moving in gear with the key in the run position. I've been towed in gear before in my Ae86 when I had corroded terminal to my main fuse panel and it showed what RPM I was at, so I thought it was strange the rx7 wouldn't. I'm pretty lost here so any help would be great I want to get this Rx7 running so I can drive while I fix the rust on my poor corolla. Sorry for the crazy description of my problem but hopefully I gave enough information in there for someone to lead me in the right direction.

check the EGI fuse in the Engine bay to make sure it is OK..and if it isn't you have to Replace it..Remember that IF you Have to Replace it,IT is BOLTED in with two 10 mm Nuts on the side of the Fuse block,so you may have to Pull the Fuse block up a bitto get at them..also check the Fuses Inside the Car,Under the dash,Driver's side In the corner..check them all,you may as well...Make sure the AFM is plugged in,and also make sure you have Clean grounds to everything that Needs It..like coils,battery,Starter..and so on..that should help you a bit..

I took your advice and checked all my fuses by the drivers side kick panel with a test light (both sides of the fuses) All off the light the light up so I assume those are all good. I checked the large fuses mounted on the drivers side fender none looked bad but I went ahead and just replaced the whole fuse block with theone from the wrecked GXL which ran before I pulled the motor out of it to put in this car. I Ohmed out all the grounds I could easly get all are within specs. Could it be a ground that I may have not hooked up correctly under the intake manifolds. I had all that stuff off when I dropped the motor in. Oh yeah also checked The AFM it was hooked up correctly. Heres a few other things I have also done so far, I checked the resistance between G1 G2, and Ne1 Ne2 on my CAS they were within the 110-200 Ohms cant remember the exact number off the top of my head, I check the resistance between the primary terminals on both coil packs and it was withing the .2- 1.0 ohm range. I also took a know good CAS and plugged it to connector and spun the gear by hand, the spark plug I had set against the front iron didn't spark nor did I hear any noise from EFI system. I hope the information on what I have done so far will help bring more suggestions becuase I'll definatly try them. Oh yeah one other thing When I was testing grounds I noticed my buddy hooked the starter ground to the bell housing and not the long bolt on the starter can that cause problems also?
