Exclamation No power, no vacuum?, strabge looking conectors? Help! Please!

O.K.
Bear with me. I don't have my manuels with me they are at the shop. If you go to you car and look in the hood at the drivers side behind the power steering resivouir there is a set of 4 plug conector things that look like power conections that are stacked two by two with vacuum lines going to them. My brother in law has it at his shop and is trying to fix her with me. He checked vacuum and he said that there is vaccum going to the thing but not from it. Like it should register on both sides but it doesn't. Could you help me out here.

2 of them will conduct vacuum when at rest (no power to the solenoid)
the other 2 behave the opposite, that is, do not conduct at rest but conduct when energized.

If you want info on which is which, I can look it up for you later or somebody else can jump in with the info.
