would it be ok to run a new wire from the fuse to the relay. kinda ghetto, but i can't even move the fuse box. i'll fiddle with it a little more today. my parents are bringing the race trailor over tomorrow so we can take my car to my parents house to work on it all weekend.

Yeah. Patch in a wire from the fuse box to the relay basse and then see if the fuel pump works when EVERYTHING is re-installed.

i put everything back together today. tested and retested the wires again. i think i'm going to try and find the wire leaving the fuse box that connects to the relay in question. only thing i'm wondering is, that same circuit turns on the Main relay. where is that at so i can see if it is working. i might have to run two wires. hope not.
