wait, so it'll turn when ignition is applied, but it's not starting, right? replace spark plugs would be my first suggestion, then test the rotors for compression

whoops, missed step 10: hook up a timing light to the L-1 high tension lead.

Thats what I'm thinking also. Try to unflood the engine before you do anything else. Basically, you pull the EGI fuse, crank the engine for a bit with the pedal floored, then replace the EGI fuse to try to start it. Repeat of necessary. Also remove the leading plus and dry them off if they are wet with gas. As a last ditch effort you can put some ATF in the spark plug holes to try to build compression. Since its been sitting a while, you might need to do that.

It's the EGI IGN fuse, in the fuse box under the hood, on the driver's side, all the way on top (easy to see). The fuse cover should have the name of each fuse on it. If you don't have the fuse cover, then it's the 2nd one from the top, 40A. If it doesn't clear the first time, try again 2-3 more times. But give the starter some time to cool down between attempts.

You can get the timing light at any auto store. Download the FSM from the forum FAQ or get a Haynes manual to see which spark plug wire to clamp the timing light around. I forget which one it is. Plus either manual will give the whole procedure. The spark plug wires are the 4 wires going to the spark plugs in the engine block from the coil packs near the driver's side fender. I'd get the Haynes manual anyway to handle all kinds of maintenance items. For diagnosis & repairs I find the forum is often a better source of info.

Ok well unless you pull apart the engine most everything is the same.

Common RX-7 specific problems (do a forum search): OEM thermostat, fuel pulsation dampener, DTSS, oil cooler lines, logicon, wiper switch, 5th and 6th ports aka auxillary ports (if upgrading/removing the catalytic converter), 3800 rpm hesitation and/or grounding (see www.aaroncake.net for a guide) and flooding, heh. Also rotaries are extra sensitive to overheats or running with an empty oil sump. Pull over in less than a minute if the temp needle gets to 7/8 (though 1/4 is ideal) or if oil pressure drops to zero. Naturally this is all on top of basic maintenance, especially for the cooling and oil systems.
