New motor runs bad. Out of time or retune?

I just dropped in a new shortblock, stock ports. and the car is running very very rich and very rough. The car is running on the same tune i had on the previous motor so my question is can this simply be attributed to the car being out of time or am i for some reason going to have to retune it? Is it possible its running like this due to damage to the turbo? it also has a real bad miss that goes away when i am adjusting the CAS until i give it any throttle. Then it comes right back.

I haven't changed anything from the previous setup aside from installing all brandnew fuel lines from the pump to the firewall and the shortblock. And i did check compression before installing the motor.

The car is currently at a friends house in Ohio and i am PCSing currently to maryland and leaving friday. So i was hoping to be able to get it running and to my new area but it looks like i'm out of time.

Check to make sure you put the correct spark plug wires on the correct plugs and zero/check your timing.
