new motor

ok, i have been through a couple motors now - bought the 7 with a "REBUILT" motor, which blew apex's on the 23 hour le mans back to NM from WA, rebuilt on those irons with new single piece seals, and got 20k mi on that motor before i blew 5 more apexes (these single piece seals broke only on the corner seal edge). ended up with tracks from the apex seal chunks on the rotor housings, so i bought some new housings from a local guy - but they had bad high speed chatter tracks on them.
now this motor is gone, and i want to find high quality, low - wear parts. i fear the jdm, because my local rotary mechanic has had about 50/50 rebuildable to non rebuildable ratio on his jdm purchases... i dont wanna spend all the money on a reman.
my plan is to rebuild a street ported s5 13b, but i dont know who i can trust, or where to find quality shortblock parts...
