some time = 1 year? 5 years?

if it has sat for 6 months or longer - fresh fuel, charge battery and see what happens next. If it has sat for over a year, might many issues to cope with.

Start with the battery and fuel and see if it'll turn over. If it will but doesn't start then it's probably flooded or the apex seals are frozen. Use the flooding instructions in the FAQ and see if it'll start with that.
