Hard to say. It could be the light sw itself but you don't want to just swap parts out to find out if so. That cost too much money.
If I had to figure this out, I'd go to the connector under the dash, to the right of the steering wheel and up. I'd pull the plug apart and remove the Red wire with a green stripe then the Red wire with a Black stripe.
Put the connector back together. Then install a new fuse and turn the lights on/off up around whatever and see if the fuse blows. Hopefully it won't. IF it does, then I'd suspect the switch or the harness that goes to the switch.
IF it did not blow, I'd pull the fuse and turn the lights off. Then reinstall one of the wires you extracted previous. Then go thru the reinstall of the fuse and lights on and see if the fuse blows. If it blows, then the problem lies within the circuit that wire you reinstalled supplies pwr to.
The Red/Black goes to the tail lights, liscense plate lights etc.
The Red/Green goes to meter illumination, cruise control, wipers and washer switch, turn sw, AAS control, hazard switch.
I think pulling those two wires would make life easier to find the culprit.
It also supplys the cigar lighter. Been messing around in that area?
