Need Advice, no signal @ relief or switch solenoid

Just got a 90 n/a RX7 that failed smog miserably. After running the codes & doing the ohms test I found the full range TPS had a dead spot. Replacing it (and adjusting it) helped smooth out the idle, but I still have problems, no signal at the TPS test connector or the switching/relief solenoids no matter how I work the TPS. What gives? Bad CPU?
At this point I am thinking of swapping the vacuum lines on the releif solenoid to keep the ACV from dumping air. according to the manual, this is what the car should be doing at idle & the 2500 RMP the rev test calls for. But what about the switching solenoid? The vacuum is on at idle, should I leave it or kill it?
Any help would be helpful.
