Is my wastegate supposed to do this?

I have an s5 TII engine that is going into an N/A. I took apart the turbo to inspect it. I found something odd.

When the wastegate connecting arm is attatched, the flap sits on an angle leaving one of the holes noticibly open (about 2-3 milimeters and the one closest to the hinge about 1 mm) There is shaft play on the hinge of the flap. This causes the flap to be partially open whenever the arm is connected.

Is this normal for all s5 turbos or do I need to get a new flap/hinge?
I need some experienced advice on this one guys.

its not that bad to pull the motor.. (i've had to do it about 3-4 times now.
i just finished the break-in process for my fresh rebuild. and decided to look at my rotors (took off exhaust) and look at the internals..
i noticed my apex seals contoured perfectly..
it took me, all 3 hours pulling it out by myself.
hopefully i'll have an extra hand when i put it back in.. =D
