Aftermarket steering wheel?
The install was not proper.

Else, it's probably cold solder joints in the "CPU".

It's definately the CPU. A quick resolder job will fix it. It happened in my car, along with a lot of others... always the same problem.

The CPU is in the driver's side kickpanel area under the dash. You need to remove that kickpanel and there is a 10 mm nut that screws onto a stud that holds it on. The CPU is a black rectagular box that has a wiring harness coming out the side that you can see when you look under the dash.

How to have a successful resolder? I am obviously not very good at it as my horn works only sometimes when I least need it.

Is there a fuse for the horn? I haven't really snooped around my fuse box, so I have no idea.

Are your stop lights working?

I ask because the horn and the stop lights share the same 12v source....so if both aren't working then try changing the 20A "stop" fuse.

IF the car is a series four.......find the CPU near your left foot. Leave the elec plug on. Get a piece of wire and shove the wire in the back of the GO (green/orange) wire on the connector. Touch the other end of that wire to a good ground on the chassis. The horn should honk when you do that. When you press the button on the steering wheel your doing the same thing i just described.

If the horn does not honk, see if the fuse is good. If the fuse is good, and you made good contact with the piece of wire in the back of the GO wire at the CPU and the other end of that wire touched a good ground......then resolder the CPU where the GO wire goes in the CPU and at the horn relay in the CPU.

Another way would be to pull the plug OFF the CPU. Jumper a piece of wire b/t the GR wire and the GW wire. The horn should honk. If the horn does not honk then.....make sure the GW wire is getting 12v from the fuse and/or make sure the horns themselves have their connectors installed. Fact is....I'd do this prior to the first item I suggested.
