i have an 87 TII, i have an HKS hi-power exhaust and a recently installed K&N induction. from what i have read these upgrades can contribute to increased boost. i also know the stock ecu will cut power to the rear rotor when boost goes a little over 8 lbs. the best way i can explain it is the car misses in the top end, but only when i am in 4th or 5th at more than about 3600 rpms. it doesnt do it at all in 1, 2, or 3rd. i am ordering a fcd soon, will this solve the problem or is it something else like injectors?

I think you can go two route's one's the right way aka you aim for a certain power level and get the components required for the build or half *** it and risk your motor with a fcd.
FCD's only trick the ecu into thinking it's not going past the boost cut (fuel cut) but your still missing fuel and something to manage the fuel and boost, I think your better off investing in injectors (fuel pump) and some sort of stand alone solution depending on how much power you want.

You can run bigger injectors on the stock T2 pump but I'd suggest rewiring the pump as well while your at it. It's a common issue for these cars to not be getting enough power to the fuel pump.
And agreed with the above poster. The FCD only tricks the ecu to think your not hitting boost cut. I think you should invest in a RTEK chip for your ecu. A little pricier than a FCD, but worth it in the end definately.

i dont plan on racing the car until i get everything done that i want to, i just dont want it missing when i am trying to pass someone on the autobahn. i cant afford an rtek yet but had planned on gettin one, will a fcd suffice for a temporary fix until i can afford new injectors, pump, ecu etc? just for daily driving. i already have ngk iridium spark plugs and magnecor wires.

Stock plugs are good to about 16psi generally. Over that and you need to go with a smaller gap. If you're handy you could pull the turbo and port the waste gate there's tons of right ups on it if you search. The fcd is risky at best as stated above. The reason your only having an issue in higher gears is due to the load increasing which also makes the boost increase. The only safe way to do it is some sort of aftermarket ecu like the rtek,pfc or even a piggy back and some 720cc secondaries. I also agree that you should rewire the pump and if possible throw in a walboro 255 or something similar.

i looked in to the HKS PFC's and this is what i found:

i had trouble finding the RTek chips
will this hks do the trick? also should i go ahead and replace the fuel rail when i change the injectors?

No need to replace the fuel rails when upgrading injectors (unless you're going BIG). 720cc Densos are widely available.
