the idle speed could be out of adjustment, or maybe the t body coolant hoses are plugged with crap causeing the bac and fast idle not to work right ?

Sounds like the fast idle cam screw needs adjusting, maybe take a look at the TPS and the O2 sensor as well.

Buy it for $500, put a fuel pump switch on it and sell it for $1500. Let someone else deal with the compression check ****.

Buy it... If it idles smoothly at 500, the engine can't be too bad.

Sounds like an issue with the thermowax or bac or one of various other PITA parts on these cars- but nothing major. Oh... install the fuel pump kill switch to deal with the flooding.
