Probably a shorted reverse switch. Does it pop when going into reverse?

(common FC problem)

It is a short to ground. Start unplugging each item in that circuit one by one and check voltage at the meter fuse after each item you unplug. Once the voltage goes away then you'll know where in that circuit to look for the short.

I would start with the reverse switch since the connector is fairly easy to get to and they fail somewhat often.

Another important question, does the fuse blow when the key is turned to acc or when the starter is cranking?
