.68 is a small hotside, it is mainly for quick spool(auto-x and hillclimbs)
~.96 is an interim and what most rotary owners will use, spools a little slower but peak power is around the 7500RPM range
1.15 and higher is a dyno queen turbo, slow spool but big numbers

i wouldn't call 400RWHP+ any small amount though, i have that turbo as well and it is hardly anything to laugh at.
(though i opted for the .96 hotside)
i have begun tuning one with this exact setup and .68 hotside and it was fully spooled by 3500, which is not bad considering it is a big turbo and is not ball bearing.

Wow 350-370whp @ 14psi spooling at 3500rpm? Is that getting close to the max efficiency range of the .68 hotside, or would you have a little headroom left? I'm surprised at even those numbers from such a small turbine. "Small" being a relative term of course.
