Making ACV dump air to the cat

That picture doesn't make sense to me, can someone illustrate the line in question in this one?

He's talking about the two nipples above the ACV.

Look at the big red circle you drew. See the number (2) in the circle near the top.

See the two metal nipples sitting side by side?; Those are what he talks about.
