Loose cover inside transmission?

My firend pulled his 88 N/A 5 speed out of his car, yesterday. He had a condition where the clutch pedal would drop half way to the floor and come back up, once you give the car some gas. " very very odd".

So, once we pulled the transmission out, we found that their is a small cover inside the bellhousing, behind the throwout bearing arm. All the bolt were very loose and sticking out about 1/4 inch and barely threaded in.

The car has no history of tranny work being done.

2 questions, what happens behind this cover? It appears to pump fluid. Please let me know what it does.

Also how could these bolts come loose? would another problem cause these bolts to come loose?

Thanks.
