probably an ebay fake pump, most walbros have an outlined "W" stamped onto the pump case and a p/n on the plastic housing. also it is not installed correctly into the base seat arm, which will cause pump aeration and fuel starvation issues at higher fuel levels than normal.

I figured it was one of those ebay fake knockoffs ones that was rampant a few years back. The casing is not what you call, walbro like. The casing doesnt look like any walbro ive seen.

its off the base only because I had to take the pump out to examine it more closer.
I guess I will have to get a walbro high pressure then, which will have to be on monday.

just an update, replaced fuel pump with a walbro high pressure fixed the leaning issue.

Steady 11afr at 14 psi
Now....for 17psi
