Question Leading & Trailing

Ok, every post I can find in this forum says that the trailing plugs go in the top holes, However my Haynes Manual (pg 54 illustration 37.9) states that the Leading plugs go in the upper holes and Trailing plugs go in the lower holes???WTF???
I put them in according to my manual and now my 7 idles really low (about 500 rpm)

on the side of the block it says which go where


right on the side there are t's and L's

Trailing = Top
Leading = Lower

Trailing is the 9, leading is the 7.
