When I make u-turns, the cars front passenger tire gets stuck somehow and its hard for me to control the car. But after I break or come to a complete stop it literally "pops" back into place. Any ideas? I took the power steering out.

 

Check the bolts on your Frond end.especially the Bolts that attach the shock to the Spindle..
Then look at alignment,as you Fiddled with the rack,correct?
OH,also look at the Bolts that Hold the Rack to the Frame.

 

You have some major front end problems. I would nt drive it until you found it what it was. Strut might be loose, tie rod, ball joint, whatever it is you can cause a big crash.
