can i use S4 TII housings in an S5 TII block? i am NOT worried about emissions.

searching didn't really do much.

Yes you can, but you cannot mix s4/s5 housings as the spark plug holes arent in exactly the same place.

The S4 and S5 housings are very different.

Spark plug holes in different places!

Any idea why Mazda did this? What did this change?
