J-spec TII or rebuilt TII engine.....

Ok I know a person that plans to get a J-spec
He says he can get it for 300-400 dollars (long block)
I personally don't know anything about reliability of crate motors and this is why I am asking. Is it worth it to drop in a J-spec for an N/a to TII swap? he will have to buy the TII tranny and differential from another source. What exactly comes with a long block? how long to they generally last compared to a rebuilt TII engine? how much money is it to rebuild a turbo and how much work is it? He could have gotten a TII rebuilt engine with TII drive train from Kevin Landers but apparently he didn't ask for kevin to hold it for him and put down no deposit. I personally would have not held anything withought a deposit so I understood what Kevin did although i have not talked to him yet about this. I have spoken with kevin on occassion and he seemed a nice guy to me. My friend was given 1800 as the price from kevin landers. which one is cheaper?
