Yeah in it's on the top hose thts connected to the blow of valve.

Here is the thing the car has been sitting like this for a while now, cold and hot weather. So I think I am just going to let it run and hopefully it stops

Your turbo needs a rebuild. I'll guarantee the turbine oil seal has given out, and the carbon encapsulated seal on the compressor end is no good, hence the leaking from the bypass valve coupler.

Try changing the oil and use something thicker, the smoking *may* go away. Not promising anything, but worth a shot if you don't know how to rebuild a turbo. It's not as hard as you might think it is.
