¿volt meter needle jumping?

Damn, its been a while, but i noticed yesterday that my volt meter was jumping from about 12 volts to about a little more than an eight above it. to give you an idea, if you have a fuel cut switch, watch the difference between when the pump is on and off.... so yesterday, i didn't have any time to check on it, so today i pop the hood when i parked at school, and one other note to have, no oil cap,( the threads on the neck are duller than a f'n bowling ball so the cap doesn't get on there nice and snug, i think i will just do what i did afte the first time it fell off and use zip-ties and aluminum foil.... but any way, any suggestions, i stripped the rear interior and i noticed that the wire to the fuel pump is twisted together and bare, fixing that today... but anything else i should check? thanks.........

p.s., i am making an fc3s info site.... rougevisual.com/fc3s

its not finished, but it should be by next wednesday... ok everyone, thanks.

Anything under 12.6 volts and the car is running on battery power.

There needs to be at least 13.5 volts to charge the battery while the engine is running and 14.4 volts is the normal operating voltage for our cars with the engine running.
