about removing the black plastic instrument cluster cover, do you have to remove the steering wheel to take it off?

No. IF you have a gxl or turbo, tilt the column down it helps alot. IF not, you can still take it off, but you have to be careful, and it is easy to crack, but ive done it lots of times.

Take out the screws(3 under the top, 2 under the bottom) then reach behind and undo all 4 wiring harness plugs. The steering wheel needs to be centered when trying to take it out(centered meaning top upright). Work it toward the RIGHT. IT will come right out, though there is a really tight spot you encounter about halfway through, just keep pushing it and it'll pop right out. You bring the right side downward as you pull it out, and when it comes out it is totally sideways. I usually leave hte key in, and turn the steering wheel as I remove the panel, it comes out easier this way.
Reinstlal it from teh right hand side toward the left, reverse of removal.
