Question Installing ST sway bars. Part Q's

Just got some brand new ST bars from summit.

I dropped the front bar down already and im ready to install the new front bar.
But I had a question about a part that came with the kit.

What is this piece for?

it looks like it could attached to the lower A arm

but then the endlnk looks way to small for it.

so does anybody know what this part is for?

= car is an 88 gxl

Where's the instructions for the kit?
There's supposed to be a spacer that allows you to use that bracket properly.
