Visit your local junkyard, and find a 7 with a good fender.

Take it off, and buy it for cheap, paint it, install it, done.

I went to the Certifit in NJ and they said that they didnt make fenders for fcs no more........so I said WTF and I left...

So I had to get one from the junkyard.

get an oem fender (at a local junk yard) after market stuff is a pita to make the lines match up. i spent less money on a new fender but the time it took to make it fit right was not worth the money i saved.

Actual OEM Mazda fenders aren't too expensive. Under $300 if I remember correctly...But they will take some fitting and shimming as well.

it should fit !
remember, u have to take the tier off the car to get an easy access to the fender's bolts that connect it to the front bumper!

Not necessary to pull the wheel off.

Totally necessary to remove the wheel. Not taking the 4 seconds it takes to remove the wheel will add major frustration when trying to reach the nuts at the front of the fender (which will be rusted and will snap off).

Not to spark debate but I must retort. It is not a necessity to remove the wheel(s). It is a nicety but not necessary.

I have replaced 3 full front ends, L&R fenders and front bumper skin without so much as turning the wheels, let alone removing them. The OP can or cannot, it's up to him and his tools, driveway, and work area to make that call.
