Angry Installed engine won't start

i have an 87 na and the engine smoked alot so i got an 86 na engine and put it in. the engine has good comp and i have spark and fuel. it just turns over and does not even try to start. i have done the deflooding on it a few times and everytime i pull the plugs out they are still wet. i have new ngk and i clean them off everytime i pull them out. i have even tried to pull start it but i dont think i was going fast enough it was with a bobcat. i really dont know what else to do.

how do you know it has good comp and that you have spark?

i did a comp test and i took a plug and put it in each wire and laid it on metal and seen spark come from every plug wire.
