Inner Tie Rod Ball Joints...inconsistent toe?

Inner Tie Rod Ball Joints...inconsistent toe?

I am just looking for some clarity, I'm sure it's crossed some other peoples' minds as well, but it seems to me that since the inner tie rods are hooked up to the rack via basically a ball joint connection, that can rotate, it could cause alignment problems. When under a lot of stress like quick steering movements, can the inner tie rod actually ROTATE instead of pulling the entire wheel/hub assembly with it, thus pulling your inners out of your outers and pulling the toe out a bit?

There is a lock nut securing the outer tie rod end to the tie rod itself. If the inner ball rotates the outer ball also rotates and the whole rod just spins a bit. Unless either of the joints is worn out the end result is that nothing exciting happens.
