starter does not turn. going to check grounds and bring starter into an autoparts store for testing. It has to be one of those right?

But what if its not? What other problems could there be??

I know you said the battery is new but did you check the voltage on it? Does anything else happen when you turn the key to start? Radio dies, lights die, a single clunk or repeated clicking? Make sure the cables are tight on the battery terminals. I recommend cleaning the post and terminals with a battery terminal brush, applying di-electric grease and re-attaching them. The brush roughs up the surface a little for a better connection and the grease prevents corrosion. Make sure the connections at the starter are tight and clean too.

RoughRex is on the right track in my mind. This condition is almost always caused by poor connections. Particularly to the starter motor and/or ground points. Start by checking those connections. Make sure they are not corroded or loose, or that the wires to the connections are not shorted somewhere along the way.

ok this is what i did yesturday, took the starter off and took it to get tested.. it works.. and it works VERY good i was told. I checked the fuses and the battery connections again.. there ok. I cleaned the terminals and tighten them untill one snaped.. replaced it and reconnected it(it was the negative clamp).

upon ignition.. the car does one click.. as this happens the emergency brake light on the idiot lights turns off.

I am going to replace the battery later today. I remeber seeing a arch on the positive side when I was connecting the positive cable. Maybe its drained.. but damn its a 780 amp battery, thats never been used.
