Ignition Woes (Cas)

Maybe its inexperience. But why does my CAS not have a bolt. Its Jspec.

How do I get this off. it just spins.

What's that black round thing in the slot????? Should have been a bolt or a nut on a stud. What is that thing????? Does the cas turn left and right??? What does the black/round thing do???? Spin?

The black thing is just something they put on there from the factory. Just grab some pliers and pull it off. The nut will be under the plastic piece.
