CA idle surge

I have an Idle surge, the idle bounces between a rough 800 rpm up to 1500 smooth , at the rough idle I have flames comming out the tail pipes and it smells as though it running fat (realy rich). Ive gone through everything I can think of. TPS adjustment, Vacuum leaks, new plugs, ground issues, no codes, so what should I be looking for ? cause this has me stumpped.

If you can post a video that usually helps us help you best. Have you checked timing with a timing light?

You probably already tried this, but I was messing with this last night and Ill try my best because to explain it. I do not know all the names for these things i was messin with. When you touch the gas pedal the lower throttle plate opens first. Find the arm that operates it. It's pretty obvious. I wish I had a diagram. But theres a screw (mine had a plastic cap over it) Turn it to the left with a flat head and see if that helps. If I don't make any sense tell me and I'll try again.

If this picture is legible, The 'arm' I'm talking about is in the bottom left and the screw is bottom center.
