idle jumps from 1500 to 2000. up then back down, doesn't stop until I drive past 3000

idle jumps from 1500 to 2000. up then back down, doesn't stop until I drive past 3000

So the idle bounces back and forth untill I start driving. If I stop at a light it starts again and if I cruise at about 2000 it'll bounce to 2500, back and forth. I just changed the plugs to Iridium, and put in new 8.5 wires, new oil and filter, air filter. Tried to change the fuel filter but couldn't find it where the autozone people told me where it should be. Under car center between differential and tank. Right spot? Any help would be greatly appreciated. 1990 gtu n/a. Pretty much stock except exaust. Work in progress.

TPS or timing is out of adjustment

and the fuel filter is in the engine compartment under the brake master cyl

I know a lil bout cars, master at a/c. Thanks for the help. Just following the directions from the morons at aoutozone, I know how to change it just couldn't locate it.

Provided it hasn't been removed, there should be a "thermowax" unit mounted on your throttle body. This unit controls cold-engine fast idle speed by the use of a wax-pellet-actuated plunger. The wax is heated by coolant flowing through it which extends the plunger. If there is trapped air in the cooling system, or if the engine isn't reaching normal operating temp (thermostat) then the thermowax unit won't work properly or may work erratically. If I had pics of the throttle body it would be more helpful, possibly there's another thread on this topic with pics if you search.
