IDLE falls from 2k rpm to 1500rpm issue

IDLE falls from 2k rpm to 1500rpm issue
I have a 1988 Mazda RX7 NA
the car has sat for a year.. I got new NGK plugs...
I got it started and when it started up It goes to 3500k - 4000k rpm which is fine then it comes down to about the normal idle... and Holds the IDLE
PROBLEM:
When I press the gas it goes up to 2k rpm and falls to 1500k.. then jumps to 2000k and falls to 1500k... haven't moved my foot off the gas pedal at all when its revving up and down..
Whats going on with this car?

Adjust the TPS. You can use an ohmmeter or the LEDs. Instructions are in the FSM.
Verify the BAC valve works. Check FSM for procedure.
Verify the Idle screw is adjusted properly.
Check for vacuum leaks.
