AZ I think it's the TPS. Right or wrong?

I've got an 86 N/A that I pulled out of sitting for four years. I'm new to rotary and fuel injection. Kinda. When I'm downshifting in decel and get to the bottom of the gear my car starts to buck back and forth. I checked the ohms of the TPS on a meter and at idle I had 1600 ohms. It tracked as I moved the throttle up to 3600 ohms and then nothing. I Think it's misadjusted as well as bad what do you think? I had a problem with hard shifting as well and noticed a leak in my clutch line. my clutch position sensor is also missing the rubber boot so it's out. Is that part of my problem? Now that the clutch works right, it shifts smooth but still bucks on decel.

For starters, download a free copy of the factory service manual at:
http://foxed.ca/foxed/index.php?page=rx7manual

You will find testing procedures for the TPS among other things of interest you will need to know. Also, try searching the forum for answers to problems. Nothing is new under the Sun as far as RX-7s go, so if you have a problem, solutions almost certainly can be found on this forum.

The clutch switch is not supposed to have a rubber boot on it.

bucking on decel could be TPS, but is also likely to be a vacuum leak, especially on a car that sat for a while

Before you visit J-Rat, warm the engine up fully. Then disconenct the TPS plug and go for a ride. Does the problem still exist? RX will drive without the TPS connected.
