I can't find out what the heck is wrong!

My 86 NA won't start. It turns, but won't start. I tested all of my spark plugs and spark plug wires w/ voltometer, and they were fine. I thought my air intake might be leaking somewhere, so I made sure all of my connections were snug from the air box to the throttle body. The butterfly valves on the throttle body are not stuck either. I thought the engine might be flooded so I tried two things. First I tried to hold down the gas and flood it more until it would start. Second, I removed the EGI fuse, tried to start a couple of times, replaced the fuse, and still nothing. I couldn't smell any gas, so I thought maybe the engine wasn't getting fuel. I replaced the fuel filter because I was planning on doing a little tune up soon anyways. The old filter was still passing gas through it, I'm not sure what the problem is at this point. I also listened to my fuel pump and I could hear it making a whirring noise in the tank when my key is in the on position and I jumper the connection that is by my air box. I'm completely stumped at this point. Are my injectors bad? Is my timing off? Is my fuel pressure jacked? Somebody help me please!
