i have 89 gtu 5 speed that i recently put 16 inch wheels on that has negative offset

anyways, i start hearing this humming noise especially when im slowing down 35 mph down to stop. the sound comes mainly from the passenger side and showed up after i switched to the 16 inch wheels, my gut tells me it could be the wheel bearings. could it be or is it something else? thanks

 

did it only start after putting on the new wheels? wheel bearings sounds right. you sure everything is tightened/aligned properly?
