HP difference between CA cars and the rest of the US

I know there are tons of questions about ECU interchangeability but I couldn't find this subject. Since the n350 ecu in the S5s is made to pass CA emmisions tests, is there also a loss in horsepower. I mean...you're probably giving up some kinda of advantage, right? Why wouldn't all the ECUs be environmentally concious? I don't want to buy an n350 ecu if i will be losing hp or gas mileage but at the same time id like to help reduce smog and I have access to the n350.

hahaha......well thats not my MAIN purpose. My ECU is shot and im looknig for a new one. In the classifieds there is a n350 but i don't want it if it will lose hp. At the same time, id be willing to spend a few extra bucks if it will help the environment.
