How wire 5th and 6th ports open?

How wire 5th and 6th ports open?
i have a 89 NA, and I took off my air pump and im loosing power after 4000k rpm, so i guess my 5th and 6th port aint working, Do i need to take them out in order to get my power back or do i wire them open??? Please help, My car is SLOW!!!!!
