UM... do a search i'm sure it's been done many times before.
BUT, i recommend having them fully operational to save both MPG and to have max torque through all RPMs... especially under 3800

i just did mine last week and i posted some ???'s along with the process you can find stuff with the search button, but just diconect the actuators and use some safty wire to pull them open.
as for any loss of power i can't tell i drove around town on saturday and never got over 3 g's rpm and it felt the same as before i wired them. so why did i wire them ...... well they were stuck closed so i freed them up and since this is going to be a race only car i was told by everyone to wire them for best perfomace. so i did.
like i said no noticable difference at low end for me and use the search button.

oh the reason i drove so slow is because i removed my cats and if i get on the gas it's really loud....................
