how to test the EGR valve "OUT of the CAR"

how to test the EGR valve "OUT of the CAR"

anyways, guys i bought a used EGR valve cuz i was thinking after i did the rebuild on my car maybe mine was messed up ( I cleaned it with too much carb cleaner and engine degreaser I think) would that damage it?. Anyways Since my manifold is out because i have to install new harnesses up the *** I was wondering if you guys know how I can test this egr valve i just got even though is outside of the car?

apply vacuum to the vacuum line/nipple on the valve. it should hold vacuum and the valve should move. if not its bad.

what about the hole on the bottom? it looks to be really dirty with carbon build up.

clean it. if it doesnt hold vacuum. its bad

Why would it hold vacuum? Both the intake and exhaust sides of the valve are open. Maybe I'm missing something.
I'm trying to do the same thing, test a valve that's off the car. The one I had, the diaphram didn't move at all under vacuum. The one I'm testing moves the diaphram but bleeds off the pressure real quick.
